Chairman of Bonny Local Government Area, Abinye Pepple, has assented to the Transportation Bye-Law No. 3 of 2026, replacing the 23-year-old law and expanding regulation to cover road, marine and aviation-related ground transportation.
The new bye-law repeals Transportation Bye-Law No. 2 of 2002 and introduces measures to address evolving transport needs, including developments linked to the Bonny–Bodo Road.

Sponsored by the Chief Whip of the 10th Bonny Legislative Council and Ward 4 Councillor, Edwin Benstowe, the bill was passed on September 25, 2026, and presented for assent by the council leader, Kingsley Jumbo.
Jumbo said the previous law had become inadequate, having focused largely on marine transportation and motorcycle operations.

He said the amendment was necessary to strengthen safety, accountability, regulatory compliance and the coordination of transportation activities in the LGA.
Key provisions include the establishment of the Bonny Local Government Transportation Management Authority, Bonny Investment Promotion Committee, and Bonny Road Transport and Decongestion Committee.

The law also provides a regulatory framework for road and marine transport, as well as airport and aviation-related ground transportation within Bonny.
Assenting to the bill, Pepple commended the 10th Legislative Council for its legislative work, stressing the need for laws that reflect changing realities and serve the public interest.

The new bye-law marks a significant update to Bonny’s transportation regulatory framework, with its impact expected to depend on effective implementation and compliance by relevant stakeholders.
