The Rivers State Government has reiterated the statutory responsibilities of the Ministry of Physical Planning and Urban Development, urging residents, developers and corporate organisations to comply with all physical planning regulations in the interest of orderly, safe and sustainable urban development.
In a special public announcement issued on Monday August 3, 2026 and signed by the Commissioner for Physical Planning and Urban Development, Amairigha Edward Hart, the government stated that the Ministry remains the only agency legally empowered to oversee physical planning and development matters across the State.
According to the statement, the Ministry is responsible for implementing the State’s development plans, including Master Plans, Action Plans and Neighbourhood Plans.
It is also charged with granting approvals and permits for all physical developments, ensuring compliance with zoning regulations, setbacks, building height limits and other development standards.
The Ministry further oversees the maintenance of wastelands, vacant plots and open spaces, while also serving statutory notices to defaulters and carrying out the demolition of illegal structures, slums and unauthorised developments where necessary.
Other statutory responsibilities include investigating complaints, petitions and cases of encroachment relating to physical development, implementing urban renewal programmes, issuing Temporary Use of Space Permits and revalidating approved building plans.
The Rivers State Government stressed that these responsibilities fall exclusively under the Ministry of Physical Planning and Urban Development, warning that no individual, group or organisation is authorised to perform any of the functions without the Ministry’s approval.
The government therefore advised members of the public, property developers, corporate bodies and other stakeholders to obtain all required permits, approvals and certifications before embarking on any construction, demolition or other physical development projects within the state.
It warned that anyone found violating the provisions of the state’s physical planning laws or bypassing established procedures would face the full weight of the law.
The government said the announcement was issued to promote public awareness and ensure strict compliance with existing physical planning and urban development regulations across Rivers State.
