Attack on Monitoring Committee, All About Frustration – BIRC Accuses Contractor of Blackmail, Attempt to Circumvent Recruitment Process; Contractor Debunks Allegations

The Bonny Integrated Recruitment Centre (BIRC) has accused the Chief Executive Officer of God’sTithe Technical and Civil Ltd, Frank Hart, of attempting to circumvent the recruitment process in the Hi-OPS project being implemented by Daewoo Engineering and Construction Limited (DECN) in Bonny Local Government Area of Rivers State.

Chairman of BIRC, Adawari Jumbo, who made this allegation on Friday, 26 June 2026 in an interview with Kristina Reports in his office in Bonny, Rivers State, also alleged that Mr. Hart also sponsored thugs to attack and assault members of the Bonny Kingdom Employment Monitoring Committee.

He further alleged that the incident took place inside the Bonny Oil and Gas Terminal (BOGT) being operated by Renaissance Africa Energy Company Limited (RAEC) in Bonny.

But in a swift reaction, Hart dismissed the BIRC allegations as baseless, false and unfounded, instead accusing the Adawari Jumbo led BIRC of trying to frustrate the execution of his contract with Daewoo Engineering and Construction Nigeria Limited (DECN) in the Hi-OPS project in the BOGT.

“Daewoo onboarded 24 personnel on the Renaissance-Daewoo Hi-OPS Project on May 22, 2026, and added one more person on the 23rd. As at May 25, Daewoo already had up to 35 personnel on site without notifying BIRC as should be,” the BIRC Chairman stated.

“The BIRC, upon discovering this anomaly, consequently notified the Bonny Local Government on May 22 of the development. Only for Frank Hart to send a letter on May 26 requesting clearance. In his letter, there was nowhere Daewoo was mentioned as the company into which the personnel were to be onboarded.”

“It was on June 17 that Daewoo eventually came to meet with the BIRC and apologized for not responding to BIRC. We presented them with a copy of the Community Content Guidelines of the NCDMB Act to guide them and they agreed to do the needful.”

“Surprisingly, Daewoo sent us a requisition for clearance with names for both company and community slots. We requested to know who populated the community slots and thy said Frank Hart took all the community slots. In fact, there were almost 100 slots without names under community quota, a situation they could not explain.”

He condemned in strong terms attempts by some companies and their contractors to blackmail the BIRC into compromise protocols or allow itself to be induced, asserting that the job opportunities that come with various projects in the LGA were for both indigenes and residents, and the BIRC under his watch would not compromise on that duty of making sure our people get jobs.

He equally dismissed as false and baseless Hart’s allegation that he was in competition with him to secure the same contract, informing that his contract with Daewoo preceded his appointment as BIRC Chairman, clarifying that even the contract was closed out long before the current project under review.

He added that in the letter Daewoo wrote to him informing him of the close out of the said contract, the company appreciated his company for excellent delivery of the job, pointing out that the claim by Hart was born out of envy and anger over his inability to have his way with his mischief.

Responding to an enquiry by Kristina Reports, Frank Hart denied sponsoring any attacks on the Bonny Kingdom Employment Monitoring Committee, challenging his accusers to provide proof of any such attack, as well as debunking any claim that he dared the Amanyanabo and Local Government Chairman by declaring the BIRC as illegal.

“Whoever said that is a blatant liar and traitor. As I speak, I am in Lagos since Monday till date. Why didn’t the accuser arrest the thugs to substantiate his/her claims?”

“Please, point of correction, my King, the Amanyanabo did not set up BIRC, and his name shouldn’t be brought into this context. I will refer your question to the constitution of Federal Republic of Nigeria for reply.”

“Over time, I have been working with various BIRC chairmen, none of them have had issues with me, but when an occupant of BIRC uses the seat to pursue contract with intimidation to fellow Bonny men, then the essence of its creation is defeated with immense consequences such as litigations. BIRC is created to protect Bonny people, not to destroy their businesses out of envy.”

“Even though I am not conceding, this is amazing and unbelievable for the first time, a Bonny man is accused of taking every contract in a company. To me, it’s good news because the reverse is the case with non-indigenous contractors.”

“Contract is won by competence and capacity not by community-based antics. I know so many Bonny men and women who have contracts all over the companies doing business in Bonny including the BIRC Chairman. Therefore, the accusations are gainsaid. Moreover, is this question you put through to me possible?

He went to provide two letters wherein he requested for clearance for some of his staff on the project, saying “this is proof that I never dishonoured the BIRC. I duly applied to it, but the Chairman being a contract contender bluntly refused to treat my request in order to frustrate my contract so as to take it over hence the disagreement to protect my livelihood.”

When contacted, the Community and Security Manager (CAS) of Daewoo, Bernard Ewubare did not respond to an enquiry sent to him by him by Kristina Reports which sought to have his company’s reaction to some of the allegations by the BIRC over its conduct in the recruitment irregularities.
