The Body of Permanent Secretaries in Rivers State have announced an educational support initiative for indigent students to commemorate the 51st birthday anniversary of the State Governor, Siminalayi Fubara.
The State Head of Service, Dr Inyingi Brown, announced this on Tuesday, January 27, 2026 via a statement she personally signed and made available to newsmen in Port Harcourt, Rivers State.

Describing Fubara as “a Governor who leads by serving”, Dr Brown said the Body of Permanent Secretaries is sponsoring 329 JAMB forms for indigent students across the 319 wards of Rivers State with a breakdown indicating the inclusion of five forms each allocated to non-indigenes and persons with disabilities, respectively.
She stated that the leadership of the State Civil Service commended the Governor’s people-centred and service-driven leadership, noting its positive impact on institutional stability and public service delivery in the State.

“BODY OF PERMANENT SECRETARIES CELEBRATE GOVERNOR FUBARA AT 51 WITH EDUCATION SUPPORT INITIATIVE
Port Harcourt — The Head of Service, Rivers State, Dr Mrs. Inyingi S. I. Brown, on behalf of the Body of Permanent Secretaries, has congratulated His Excellency, Sir Siminalayi Fubara, GSSRS, on the occasion of his 51st birthday, describing him as “a Governor who leads by serving.”

In a statement issued to mark the celebration, the Head of Service commended the Governor’s people-centred and service-driven leadership, noting its positive impact on institutional stability and public service delivery in the State.
Special appreciation was also expressed for the Governor’s approval of a befitting accommodation complex for Permanent Secretaries, underscoring his commitment to staff welfare and efficiency.
To commemorate the Governor’s birthday, the Body of Permanent Secretaries announced the sponsorship of 329 JAMB forms for indigent students across the 319 wards of Rivers State. A breakdown shows that 319 forms are allocated to the 319 wards. 5 forms allocated to non-indigenes and 5 forms allocated to persons with disabilities.
