The Rivers State Governor, Siminalayi Fubara, has submitted the 2026–2028 Medium Term Expenditure Framework (MTEF) to the Rivers State House of Assembly.
The document was formally conveyed to the Assembly through a letter from the Governor, which was read by the Speaker of the House, Martin Amaewhule, during an emergency plenary session convened by the Speaker on Thursday June 25, 2026.

The MTEF is a key component of the state’s budget preparation process, providing projections for revenue and expenditure over a three-year period. It serves as the fiscal framework for the preparation of the 2026 Appropriation Bill and subsequent annual budgets.
Although details of the projections contained in the framework were not immediately disclosed, sources say the document aligns with the administration’s priorities in infrastructure development, human capital growth, and sustainable economic expansion.
The emergency sitting of the House was convened specifically to receive and commence consideration of the Governor’s submission.
The lawmakers are expected to examine the framework thoroughly before adopting resolutions that will guide the formulation of the 2026 budget.
The development comes as the Fubara administration continues to pursue major infrastructure projects and other development initiatives across Rivers State.
