As Governor Siminalayi Fubara administration’s Garden City restoration vision gathers momentum, the Rivers State Commissioner for Physical Planning and Urban Development, Amaopusenibo Sir Amairigha Edward Hart, has reorganized the Ministry’s Compliance and Monitoring Committee.
Amaopusenibo Hart gave this indication on the Wednesday, April 1, 2026 during a strategy meeting with chairmen and secretaries of various compliance and monitoring teams in the Ministry in his office in Port Harcourt, the State capital.

A statement by his Press Secretary, Boma Waribor, PhD, informed that the Commissioner explained that the move was with a view to ensuring efficient service delivery in line with professional codes and approved guidelines, as well as the need to ensure that compliance officials operate in consonance with the Ministry’s drive.
He reiterated his Ministry’s focus on construction sites and excessive concentration on Obio/Akpor, PHALGA, Eleme, Oyigbo, and Ikwerre LGAs, pointing out that such culture was responsible for the untamed defacements currently plaguing the State.

He explained that the Committee’s scope was neither limited to four LGAs nor exclusive to construction sites, just as he announced plans by the Ministry to expand their scope, delineating their operations, and ensuring they get on board as active collaborators in the crucial drive to restore the aesthetic ambiance of the state.
“The attraction to foreign cities is tied to the excellence and ambiance of their environment. It is either your environment is attracting people, or scaring them away,” he said, just as he commended the Monitoring Committee for their field conduct so far, noting that nuisance and recalcitrant approach to field operation was highly unacceptable.

The Permanent Secretary, Soibitein Harry, commended the upright spirit of the Team, while referencing past challenges of impersonation, usurpation, conflicting roles, and identity challenges, which had all been addressed by the Commissioner in the new blueprint, suing for oneness of purpose for the ultimate good of the state.

Speaking on behalf of the Compliance and Monitoring Teams, Ebereonwu Egbuchulem appreciated the commitment of the Ministry to improve the ambiance of the State through professional monitoring and decentralised supervision, affirming their readiness to serve the state in line with the vision, guidelines, and guidance of the Ministry.
